Rolly Hester, CIO of Department of Indigenous Affairs (DIA), in cooperation with Velrada and Microsoft presented to 32 people which represented nine government departments.

 

 

Rolly took the audience through the journey of discovery explaining DIA's experiences in the design and configuration of Microsoft's CRM and SharePoint platforms to deliver a Production Ready Pilot of the future Aboriginal Heritage Electronic Lodgement Program (AHELP). This Pilot solution has been successful in demonstrating the management of Section 18 submissions under the Aboriginal Heritage Act 1972 (AHA).

 

The statutory requirements of the AHA are vital parts of the State Government's resource development and land use approval process. The AHA defines extensive investigation criteria and thorough documentation necessary from proponents to allow the agency to assess and approve submissions for development on land of aboriginal heritage value in WA. The current manual processes lack transparency, increases the complexity of tracking submissions and does not facilitate robust compliance framework.

 

Dominic Nolan, Principal @ Velrada, discussed the management consultancy's contribution to the development of the Pilot. The automation of process allows for electronic lodgements, assessment of more thorough information through local community access to complete information, delivery to ACMC Board members in electronic format, electronic delivery of recommendation to the Minister and finally compliance once the Minster has delivered the decision. This will provide end-to-end performance visibility, single source of truth and increased accountability.

 

The success of the Pilot has helped DIA secure full funding to implement the AHELP program over the next 3 years. The program is estimated to deliver a combined saving to industry and Department of Indigenous Affairs (DIA) of $10 million over the next 10 years.
